Timed note
A timed note is a comment anchored to a moment in a file: a frame in a video, a drawing on a still, or a mark on a PDF page. The person who opens the note lands on that frame or that pixel, not on a paragraph that tries to describe it.
On video the player follows the source frame rate, 23.976 and 29.97 included. On stills and PDFs the drawing is the note. A comment can also open into a task with an owner.
When two versions are compared, notes from the earlier cut can be carried onto the next one, so the last round does not have to be re-read to see what was addressed.
